Washtenaw County is the part of government that provides local services mandated by the State of Michigan and Federal Government. Washtenaw County administers Public Health programs and also uses voter-approved millages to deliver locally mandated services, such as Parks.
Residents of 11 Washtenaw County districts elect one County Commissioner and 5 other county-wide officials
The Board of Commissioners makes policy that directs tax dollars, to services and projects that fundamentally affect the quality of life in Ann Arbor and throughout Washtenaw County.
Major general fund appropriations go courts administration and to areas directed by five additional officials. They are elected county-wide for 4-year terms and include--

Ann Arbor -- City / County Seat

"The city doesn't do anything in health," said a [former] city employee when asked about the role of parks in healthful living. She was partially right. Only the County supports well-baby programs, monitors epidemics, inspects restaurants, etc. We still value parks!

Ann Arbor -- District 11

Neighborhoods. We all have our own definitions of "Neighborhoods". This hit home when Alice volunteered last year to be an annarbor.com community contributor for the Burns Park Neighborhood.
In fact, neighborhood definition was the topic of her first post. The recent annarbor.com format now refers to combined neighborhoods in a major area as "Central Ann Arbor". This area includes a little more than Washtenaw County District 11.

Schools, Colleges and Universities

Although they are one of the most important sectors of our society, local and county governments have little direct control of schools, colleges and universities. These important institutions depend on state appropriations and direct support of the public. Their elected governing boards can also levy taxes through ballot issues.
Further, the University of Michigan is one of five public universities in the State which are granted autonomy by the Michigan State Constitution.
